Police responded to a call on Dec. 9 at around 8:30 p.m. from the victim's brother and on arrival found a man on the floor of the apartment's back porch, "with his shirt open, his cell phone in his left hand, a twenty dollar bill on the ground ... and empty beer cans all around him," a police incident report stated.
