Fighting Litter

A few days ago, as I rode with my husband back from an out of town meeting, I observed the litter along the highway.  My thought was that eradicating it is a losing battle. 
I wish I knew why people care so little about our earth that they just toss their trash aside for someone else to clean up. 
Is it a losing battle?  Are those of us who spend time cleaning it up and working to get it cleaned up, just wasting our efforts?
I hope not because it is the job of the Keep Oconee County Beautiful Commission to make people aware of the problem and enlist their help.  If we decide it's a losing battle, then the war is definitely lost. 
It does not have to be a losing battle if everyone helps!  Please help!
