Bishop Man Accused of Walking Around Outside in 'Partially Exposed Condition'

The 52 year old was charged with public indecency. An arrest doesn't mean a conviction.

 

Oconee County deputies around 6:45 p.m. on Saturday were called to Bradford Place where a man was allegedly standing at the end of his driveway in his underwear touching himself, according to a Sheriff's report.

The complainant, a 42-year-old neighbor, told deputies she saw the man walking around his yard -- in sight of the road and other houses -- with his pants partially down, the report stated.  She said the man was wearing "speedo type underwear that did not fully cover himself," a deputy wrote.

The 52-year-old man had reportedly visited a different neighbor's house in that condition where a 17-year-old girl took his picture with her cell phone as he left the driveway.  The teen showed the photo to deputies.

According to the deputy's report, "it showed him in the partially exposed condition that the complainant described."

When deputies spoke to the man, they say he admitted to having gone to the teen's house and he explained to them that he was in his workout attire.

Dominic Louis Fernandez was arrested and booked into the jail on a misdemeanor charge of public indecency.
